Introduction
- Hawaii’s ice epidemic began in 1997
- Ice is a potent addictive drug that has serious, harmful effects on the user
- Ice usage is destroying families and harming children
- Expansion of adolescent treatment services is necessary to protect against future drug epidemics
- Prevention of addiction to ice and other illegal drugs is critical to stop the epidemic and protect future generations
- Drug interdiction is necessary to send a strong no tolerance message to drug traffickers, but is ineffective to abate the ice epidemic
- The need for more adult substance abuse treatment has reached a crisis point
- Treatment services for adult offenders are more cost effective than incarceration
- The Office of Community Services should coordinate state, local and community efforts to fight the ice epidemic
- Parity for substance abuse treatment does not create an unreasonable or unacceptable cost burden on the public or private sectors
- Workplace drug use should not be tolerated and employers should institute prevention and early intervention programs for employees
- The environmental effects of the manufacture or conversion of methamphetamine are unknown and should be studied and analyzed
