Introduction
  1. Hawaii’s ice epidemic began in 1997
  2. Ice is a potent addictive drug that has serious, harmful effects on the user
  3. Ice usage is destroying families and harming children
  4. Expansion of adolescent treatment services is necessary to protect against future drug epidemics
  5. Prevention of addiction to ice and other illegal drugs is critical to stop the epidemic and protect future generations
  6. Drug interdiction is necessary to send a strong no tolerance message to drug traffickers, but is ineffective to abate the ice epidemic
  7. The need for more adult substance abuse treatment has reached a crisis point
  8. Treatment services for adult offenders are more cost effective than incarceration
  9. The Office of Community Services should coordinate state, local and community efforts to fight the ice epidemic
  10. Parity for substance abuse treatment does not create an unreasonable or unacceptable cost burden on the public or private sectors
  11. Workplace drug use should not be tolerated and employers should institute prevention and early intervention programs for employees
  12. The environmental effects of the manufacture or conversion of methamphetamine are unknown and should be studied and analyzed
